Initial 3 month freelance contract + extensions (2 year project)

Antwerp, Belgium (frequent travelling in the Flemish region)

We are looking for an enthusiastic and experienced person to take on the role of business analyst for a groundbreaking R&D project on data space technology commissioned by the Department of Healthcare of the Flemish government and in collaboration with our client. The primary focus of the project is to investigate data space readiness of the Flemish (and by extension) Belgian healthcare landscape in response to the upcoming European Health Data Space regulation. As a business analyst with a strong technical background, you are responsible for helping to strategically devise the future operationalization of the health data space. The final direction of the project is determined by the project manager of the Department of Care based on your preparatory research.

The project will last 2 years (with a chance of extension) and already started in January 2023. It now needs an additional profile that can deal with the large overarching story of the Flemish health data space, in addition to the specific use cases and PoCs that are currently already being developed by the project team. The project focuses on technical, governance and business research questions.

The assignment
Strategic insight:
Developing a visionary perspective on the Flemish/Belgian health data space, outlining its potential benefits, challenges and long-term impact.
Drawing up a roadmap for the implementation of the health data space.

Go-to-market strategy:
Developing a strategic plan for the introduction and promotion of the concept of a health data space in Flanders.
Work with stakeholders to identify key value propositions, address issues and gain support for the project.

Needs analysis & stakeholder management:
Carrying out a needs analysis to understand the requirements and expectations of stakeholders in the Flemish healthcare sector for the rollout of the Flemish health data space.
Engage with potential users, regulators and industry experts to gauge interest, potential use cases and gather insights for informed decision-making.
Mapping what other players within Belgium are doing in the field of data spaces and determining positioning to pursue complementarity.
Mapping the needs of the Flemish health data space on the available building blocks (in collaboration with the technical team): benchmarking existing data space building blocks, description of the to-be architecture, description of the as-is situation, etc.

Risk management:
Identify potential challenges and risks associated with implementing a healthcare data space and develop proactive mitigation strategies.
Work closely with legal and compliance experts to ensure that the project adheres to legal standards and data protection requirements.

Project planning and execution:
Develop and implement a detailed project plan for assessing data space readiness, describing key milestones and deliverables. You do this together with the 2 project managers of this project (on the client's side and the Department of Care).
Collaborate with technical experts, policy makers and other stakeholders to ensure the successful implementation of the project.
Drawing up a clear and concise final report to provide the Flemish government with insight into the data space readiness of the Flemish healthcare sector.
For this position you will need to work closely with the team at the Department of Care. The final decisions about the direction of the project are always taken by the project manager of the Department of Care in consultation with the project sponsor.

Required knowledge and skills
Master diploma
Sufficient technical background to be able to work together with technical teams (solution architect, developers, etc.).
Proven experience in business analysis, project management or a similar strategic role.
Strong analytical and problem-solving skills.
Team player with a drive for co-creation.
Excellent communication and interpersonal skills to deal effectively with diverse stakeholders.
Experience leading cross-functional teams and driving innovative projects.
Familiarity with innovative technologies such as data spaces and emerging trends in healthcare technology is a plus.
Preferably experience in the medical sector.
